Place the oats in the food processor. Process until finely chopped (not powdery!).

Combine the oats, flour, sugar, baking powder, salt and baking soda in the bowl of a stand mixer. Using a paddle attachment, mix on low speed. With the mixer running, slowly pour the oil into the bowl. Continue mixing until well combined. Gently fold in the chocolate chips.

Transfer to mason jars or other airtight containers. The mixture can be kept for up to two weeks at room temperature or indefinitely in the refrigerator or freezer.

Heat a lightly greased griddle over medium-high heat. Pour the batter onto the griddle in ¼ cup portions. When the edges look dry and the bubbles rise to the surface without breaking, carefully flip the pancake. Continue cooking until golden brown, about 2 minutes. Serve immediately or keep warm in the oven until ready to serve. (Yields: about 8 pancakes.)
